中央一号文件(jian):中共中央 国务院关于(yu)全面推进乡(xiang)村振兴加快农业农村现代化的(de)意见

党的十九届五(wu)(wu)中(zhong)全会审议通过的《中(zhong)共(gong)中(zhong)央关(guan)于制定国(guo)民经济和(he)社会发(fa)(fa)展(zhan)第十四个五(wu)(wu)年(nian)规划和(he)二(er)〇三五(wu)(wu)年(nian)远景目标的建议》,对(dui)新发(fa)(fa)展(zhan)阶段优(you)先发(fa)(fa)展(zhan)农(nong)业农(nong)村、全面推进乡村振兴作(zuo)出总体部署(shu),为(wei)做好当前和(he)今后一个时(shi)期工(gong)作(zuo)指明(ming)了方向。

  十三五时期(qi),现(xian)代农业建设取(qu)得重大进展,乡村振兴实现(xian)良好(hao)开局。粮食年产(chan)量连(lian)续保(bao)持在1.3万亿斤以上,农(nong)民人均收(shou)入较(jiao)2010年翻一番(fan)多。新时代(dai)脱贫(pin)攻坚(jian)目(mu)标(biao)任务如期(qi)完(wan)(wan)成(cheng)(cheng),现行标(biao)准下农(nong)村(cun)(cun)(cun)贫(pin)困(kun)(kun)人(ren)口全(quan)部(bu)脱贫(pin),贫(pin)困(kun)(kun)县全(quan)部(bu)摘帽,易地(di)扶贫(pin)搬(ban)迁(qian)任务全(quan)面完(wan)(wan)成(cheng)(cheng),消除了绝对贫(pin)困(kun)(kun)和区域性整体(ti)贫(pin)困(kun)(kun),创造(zao)了人(ren)类减贫(pin)史(shi)上的(de)奇(qi)迹。农(nong)村(cun)(cun)(cun)人(ren)居环境(jing)明显改善,农(nong)村(cun)(cun)(cun)改革向纵深推进(jin),农(nong)村(cun)(cun)(cun)社会保持和谐稳(wen)定,农(nong)村(cun)(cun)(cun)即将同步(bu)实现全(quan)面建成(cheng)(cheng)小康(kang)社会目(mu)标(biao)。农(nong)业农(nong)村(cun)(cun)(cun)发(fa)展取得新的(de)历(li)史(shi)性成(cheng)(cheng)就,为党(dang)和国家战(zhan)胜各种艰(jian)难险阻、稳(wen)定经济社会发(fa)展大局,发(fa)挥了压舱石作用。实(shi)践证明(ming),以习近平同(tong)志为(wei)核(he)心的(de)党中(zhong)央驰而不息重(zhong)农强农的(de)战略决策(ce)完全正确,党的(de)三(san)农得到亿万(wan)农民衷心拥护。

  十四五时期,是乘势而(er)上开启全面(mian)建设社会(hui)主义(yi)现代(dai)化(hua)国家新征程、向第(di)二个(ge)百年(nian)奋斗目标进军的第(di)一个(ge)五年(nian)。民族(zu)要复兴,乡村(cun)必振兴。全面(mian)建设社会(hui)主义(yi)现代(dai)化(hua)国家,实现中华民族(zu)伟(wei)大复兴,最(zui)艰巨(ju)最(zui)繁重的任务依(yi)然在(zai)农村(cun),最(zui)广泛最(zui)深厚的基础依(yi)然在(zai)农村(cun)。解(jie)决好(hao)发展不(bu)平衡不(bu)充分问题(ti),重点难点在(zai)三农,迫切需要补齐农业农村短板弱项,推动城乡协调发展(zhan)(zhan);构建新(xin)发展(zhan)(zhan)格局,潜力后劲在(zai)三农(nong),迫切需(xu)要(yao)扩大农村需(xu)求,畅通城乡经济循环;应对国内外各种风险(xian)挑战,基础支撑在三农,迫切需要(yao)稳住农业基本(ben)盘(pan),守好三农基(ji)础。党中央认为(wei),新发(fa)展阶段(duan)三农工作依然极端重(zhong)要,须臾(yu)不可放松,务必抓紧(jin)抓实。要坚持(chi)把(ba)解(jie)决好三农问题作(zuo)为全(quan)(quan)党工作(zuo)重中(zhong)之重,把全(quan)(quan)面推进乡村振兴(xing)作(zuo)为实现中(zhong)华民(min)族伟大(da)复兴(xing)的(de)(de)一项重大(da)任务,举全(quan)(quan)党全(quan)(quan)社会(hui)之力(li)加快农(nong)业农(nong)村现代化(hua),让广大(da)农(nong)民(min)过上更加美好(hao)的(de)(de)生活(huo)。

  一(yi)、总体(ti)要求

  (一)指(zhi)导思想。以习近(jin)平新时代中(zhong)国特色社会(hui)主(zhu)义思想为指(zhi)导,全(quan)面贯(guan)彻党(dang)的十九(jiu)大和十九(jiu)届二中(zhong)、三中(zhong)、四中(zhong)、五中(zhong)全(quan)会(hui)精神,贯(guan)彻落实中(zhong)央经(jing)济工作(zuo)会(hui)议精神,统筹(chou)推(tui)进五位一体(ti)总体布局,协调推进四(si)个全(quan)面(mian)战略布局(ju),坚定不移贯彻新(xin)发展理念,坚持(chi)稳中求进工作总基调,坚持(chi)加强(qiang)党对三农工作的(de)全(quan)(quan)(quan)面领导,坚持农业农村(cun)(cun)优先发(fa)(fa)展,坚持农业现(xian)(xian)(xian)代(dai)化与农村(cun)(cun)现(xian)(xian)(xian)代(dai)化一(yi)体(ti)设(she)计、一(yi)并(bing)推进(jin),坚持创新驱动发(fa)(fa)展,以(yi)推动高质量发(fa)(fa)展为(wei)主(zhu)题,统(tong)筹发(fa)(fa)展和安(an)全(quan)(quan)(quan),落(luo)实(shi)加快构(gou)(gou)建(jian)新发(fa)(fa)展格局要求(qiu),巩固和完善农村(cun)(cun)基本(ben)经营制度(du),深入推进(jin)农业供(gong)(gong)给(ji)侧结(jie)构(gou)(gou)性改革,把乡村(cun)(cun)建(jian)设(she)摆在社(she)(she)会主(zhu)义(yi)现(xian)(xian)(xian)代(dai)化建(jian)设(she)的(de)重要位(wei)置(zhi),全(quan)(quan)(quan)面推进(jin)乡村(cun)(cun)产业、人(ren)才、文化、生(sheng)态、组(zu)织振兴(xing),充分(fen)发(fa)(fa)挥农业产品供(gong)(gong)给(ji)、生(sheng)态屏障、文化传(chuan)承等功能,走中(zhong)国特色(se)社(she)(she)会主(zhu)义(yi)乡村(cun)(cun)振兴(xing)道(dao)路,加快农业农村(cun)(cun)现(xian)(xian)(xian)代(dai)化,加快形(xing)成工农互(hu)促、城(cheng)乡互(hu)补、协(xie)调发(fa)(fa)展、共(gong)同(tong)繁(fan)荣的(de)新型工农城(cheng)乡关系,促进(jin)农业高质高效(xiao)、乡村(cun)(cun)宜居宜业、农民富裕富足(zu),为(wei)全(quan)(quan)(quan)面建(jian)设(she)社(she)(she)会主(zhu)义(yi)现(xian)(xian)(xian)代(dai)化国家开好(hao)局、起好(hao)步提供(gong)(gong)有力支撑。

  (二)目标任务。2021年(nian),农业供给侧结构性改革(ge)深入推进(jin),粮食播种面积保持(chi)稳定(ding)、产量达到1.3万(wan)亿斤(jin)以上,生猪产(chan)(chan)业平(ping)稳(wen)发展,农(nong)产(chan)(chan)品(pin)质量和(he)食品(pin)安全水(shui)平(ping)进一(yi)步提高,农(nong)民收入增长继续快于城镇居民,脱贫攻坚成(cheng)果持续巩固(gu)。农(nong)业农(nong)村(cun)现(xian)代化规(gui)划启动实施,脱贫攻坚政(zheng)策体系(xi)和(he)工作机制同乡村(cun)振兴有效(xiao)衔接、平(ping)稳(wen)过渡,乡村(cun)建设行动全面启动,农(nong)村(cun)人居环(huan)境整(zheng)治(zhi)提升,农(nong)村(cun)改革重点任务(wu)深入推进,农(nong)村(cun)社会保持和(he)谐稳(wen)定。

  到2025年,农(nong)(nong)(nong)(nong)(nong)业(ye)(ye)(ye)农(nong)(nong)(nong)(nong)(nong)村(cun)现(xian)(xian)代化(hua)取(qu)(qu)得(de)重要进展(zhan)(zhan)(zhan),农(nong)(nong)(nong)(nong)(nong)业(ye)(ye)(ye)基(ji)础设施(shi)现(xian)(xian)代化(hua)迈上新(xin)台阶(jie),农(nong)(nong)(nong)(nong)(nong)村(cun)生活(huo)设施(shi)便(bian)利化(hua)初步实(shi)现(xian)(xian),城乡(xiang)基(ji)本(ben)公共(gong)服务(wu)均等化(hua)水平明(ming)显(xian)提(ti)(ti)高。农(nong)(nong)(nong)(nong)(nong)业(ye)(ye)(ye)基(ji)础更(geng)加稳固,粮食(shi)和重要农(nong)(nong)(nong)(nong)(nong)产(chan)品供(gong)应保障更(geng)加有(you)力,农(nong)(nong)(nong)(nong)(nong)业(ye)(ye)(ye)生产(chan)结构(gou)和区域布(bu)局明(ming)显(xian)优(you)化(hua),农(nong)(nong)(nong)(nong)(nong)业(ye)(ye)(ye)质量效益和竞争力明(ming)显(xian)提(ti)(ti)升,现(xian)(xian)代乡(xiang)村(cun)产(chan)业(ye)(ye)(ye)体系(xi)基(ji)本(ben)形成(cheng),有(you)条件(jian)的地(di)区率(lv)先基(ji)本(ben)实(shi)现(xian)(xian)农(nong)(nong)(nong)(nong)(nong)业(ye)(ye)(ye)现(xian)(xian)代化(hua)。脱贫攻坚成(cheng)果(guo)巩固拓(tuo)展(zhan)(zhan)(zhan),城乡(xiang)居民收入(ru)差距持续(xu)缩小。农(nong)(nong)(nong)(nong)(nong)村(cun)生产(chan)生活(huo)方式绿色(se)转(zhuan)型取(qu)(qu)得(de)积极(ji)进展(zhan)(zhan)(zhan),化(hua)肥农(nong)(nong)(nong)(nong)(nong)药使用量持续(xu)减少,农(nong)(nong)(nong)(nong)(nong)村(cun)生态环境得(de)到明(ming)显(xian)改善。乡(xiang)村(cun)建设行动(dong)取(qu)(qu)得(de)明(ming)显(xian)成(cheng)效,乡(xiang)村(cun)面貌发(fa)生显(xian)著(zhu)变化(hua),乡(xiang)村(cun)发(fa)展(zhan)(zhan)(zhan)活(huo)力充分激发(fa),乡(xiang)村(cun)文明(ming)程度(du)得(de)到新(xin)提(ti)(ti)升,农(nong)(nong)(nong)(nong)(nong)村(cun)发(fa)展(zhan)(zhan)(zhan)安(an)全保障更(geng)加有(you)力,农(nong)(nong)(nong)(nong)(nong)民获得(de)感、幸福(fu)感、安(an)全感明(ming)显(xian)提(ti)(ti)高。

  二(er)、实(shi)现巩固拓展(zhan)脱贫攻坚成果同乡村(cun)振兴有效衔接(jie)

  (三)设(she)立衔接过渡(du)期。脱贫(pin)攻(gong)坚(jian)目标任务完成后,对摆脱贫(pin)困的县,从脱贫(pin)之日起设(she)立5年过(guo)(guo)渡期,做(zuo)到扶上马送一程。过(guo)(guo)渡期内保持现有主要帮扶政策总体稳定(ding),并逐项分类优化调(diao)整,合理把握节奏、力度和时限,逐步实现由集(ji)中资源(yuan)支(zhi)持脱(tuo)贫(pin)攻(gong)坚向全面推(tui)进(jin)乡村振兴(xing)平(ping)稳过(guo)(guo)渡,推(tui)动三农(nong)工作重心历史性转移(yi)。抓(zhua)紧(jin)出台各项政策(ce)完善(shan)优化的具(ju)体(ti)实(shi)施办法,确保工作不留空(kong)(kong)档(dang)、政策(ce)不留空(kong)(kong)白(bai)。

  (四)持(chi)(chi)续(xu)巩固拓展脱贫(pin)攻坚成果。健全防止返贫(pin)动态监(jian)测和(he)帮扶(fu)(fu)机制,对易返贫(pin)致贫(pin)人口及(ji)时(shi)发现(xian)、及(ji)时(shi)帮扶(fu)(fu),守住防止规模性返贫(pin)底(di)线(xian)。以大(da)(da)中型集(ji)中安(an)置区为重点(dian),扎实做好易地(di)搬迁后续(xu)帮扶(fu)(fu)工(gong)作,持(chi)(chi)续(xu)加(jia)大(da)(da)就业(ye)(ye)和(he)产(chan)业(ye)(ye)扶(fu)(fu)持(chi)(chi)力度,继续(xu)完善安(an)置区配(pei)套基础(chu)设施、产(chan)业(ye)(ye)园区配(pei)套设施、公共(gong)服务设施,切实提升社区治理能(neng)力。加(jia)强扶(fu)(fu)贫(pin)项(xiang)目资(zi)产(chan)管理和(he)监(jian)督。

  (五(wu))接续推进脱贫地区(qu)乡村(cun)振兴。实施脱贫地区(qu)特(te)色种养(yang)业(ye)提升行动(dong),广(guang)泛开展农产品产销对(dui)接,深化拓展消费帮(bang)扶(fu)。持(chi)(chi)(chi)续做好有组织劳务输出(chu)工作(zuo)。统筹用好公(gong)益岗位,对符合(he)条件的(de)就业(ye)困难人(ren)员进行就业(ye)援助(zhu)。在(zai)农业(ye)农村(cun)基(ji)础(chu)设(she)施建设(she)领域推广以(yi)工代(dai)赈方式,吸纳更多脱(tuo)(tuo)(tuo)贫人(ren)口(kou)(kou)和(he)低(di)收入人(ren)口(kou)(kou)就地就近就业(ye)。在(zai)脱(tuo)(tuo)(tuo)贫地区重(zhong)(zhong)点建设(she)一(yi)批区域性(xing)和(he)跨区域重(zhong)(zhong)大基(ji)础(chu)设(she)施工程。加大对脱(tuo)(tuo)(tuo)贫县(xian)乡村(cun)振兴(xing)(xing)(xing)支持(chi)(chi)(chi)力(li)度。在(zai)西部(bu)地区脱(tuo)(tuo)(tuo)贫县(xian)中(zhong)确定(ding)一(yi)批国家乡村(cun)振兴(xing)(xing)(xing)重(zhong)(zhong)点帮(bang)扶(fu)县(xian)集中(zhong)支持(chi)(chi)(chi)。支持(chi)(chi)(chi)各地自主选择部(bu)分脱(tuo)(tuo)(tuo)贫县(xian)作(zuo)为(wei)乡村(cun)振兴(xing)(xing)(xing)重(zhong)(zhong)点帮(bang)扶(fu)县(xian)。坚(jian)持(chi)(chi)(chi)和(he)完善东西部(bu)协作(zuo)和(he)对口(kou)(kou)支援、社会力(li)量参与帮(bang)扶(fu)等机制。

  (六)加强农村低收(shou)入(ru)人(ren)口常态化帮(bang)(bang)扶(fu)。开展(zhan)(zhan)农村低收(shou)入(ru)人(ren)口动(dong)态监测,实行分层分类帮(bang)(bang)扶(fu)。对有劳动(dong)能力(li)的农村低收(shou)入(ru)人(ren)口,坚(jian)持开发式(shi)帮(bang)(bang)扶(fu),帮(bang)(bang)助(zhu)其提(ti)高内生发展(zhan)(zhan)能力(li),发展(zhan)(zhan)产业(ye)、参与就(jiu)业(ye),依靠双手(shou)勤(qin)劳致富。对脱贫人(ren)口中(zhong)丧失劳动(dong)能力(li)且无法通过(guo)产业(ye)就(jiu)业(ye)获得稳(wen)定收(shou)入(ru)的人(ren)口,以现有社会保(bao)(bao)障体系(xi)为基础,按(an)规定纳入(ru)农村低保(bao)(bao)或特困人(ren)员救助(zhu)供养范围(wei),并按(an)困难类型及(ji)时给予专(zhuan)项救助(zhu)、临时救助(zhu)。

  三、加快推(tui)进农业现代(dai)化

  (七)提升粮(liang)(liang)食和(he)重要(yao)农(nong)产品供给保障能力。地方各级(ji)党委和(he)政(zheng)府要(yao)切实(shi)扛起粮(liang)(liang)食安全(quan)政(zheng)治责(ze)任(ren),实(shi)行粮(liang)(liang)食安全(quan)党政(zheng)同责(ze)。深入实(shi)施(shi)重要(yao)农(nong)产品保障战略,完善粮(liang)(liang)食安全(quan)省(sheng)长责(ze)任(ren)制和(he)菜(cai)篮子市(shi)长负责制,确(que)保粮、棉、油、糖、肉等供给安全。十(shi)四五时(shi)期各省(sheng)(自(zi)治区、直辖市)要(yao)稳定粮(liang)(liang)食(shi)(shi)播种面积、提高单产(chan)(chan)(chan)(chan)(chan)(chan)水(shui)平(ping)。加(jia)(jia)强粮(liang)(liang)食(shi)(shi)生(sheng)产(chan)(chan)(chan)(chan)(chan)(chan)功能区和(he)(he)重要(yao)农产(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)生(sheng)产(chan)(chan)(chan)(chan)(chan)(chan)保(bao)护(hu)区建设(she)。建设(she)国家粮(liang)(liang)食(shi)(shi)安(an)全产(chan)(chan)(chan)(chan)(chan)(chan)业(ye)(ye)带。稳定种粮(liang)(liang)农民补贴(tie)(tie),让种粮(liang)(liang)有合(he)理收益。坚持(chi)(chi)并(bing)完善稻谷、小麦最低(di)收购价政策,完善玉(yu)米、大(da)(da)(da)豆(dou)生(sheng)产(chan)(chan)(chan)(chan)(chan)(chan)者(zhe)补贴(tie)(tie)政策。深(shen)入推进农业(ye)(ye)结构(gou)调整,推动(dong)品(pin)(pin)种培(pei)优、品(pin)(pin)质(zhi)提升(sheng)、品(pin)(pin)牌打造和(he)(he)标准(zhun)化生(sheng)产(chan)(chan)(chan)(chan)(chan)(chan)。鼓(gu)励发(fa)展(zhan)青(qing)贮玉(yu)米等(deng)优质(zhi)饲草(cao)饲料(liao),稳定大(da)(da)(da)豆(dou)生(sheng)产(chan)(chan)(chan)(chan)(chan)(chan),多(duo)(duo)措(cuo)并(bing)举发(fa)展(zhan)油菜、花生(sheng)等(deng)油料(liao)作(zuo)(zuo)物(wu)(wu)。健(jian)全产(chan)(chan)(chan)(chan)(chan)(chan)粮(liang)(liang)大(da)(da)(da)县(xian)支(zhi)持(chi)(chi)政策体系。扩大(da)(da)(da)稻谷、小麦、玉(yu)米三大(da)(da)(da)粮(liang)(liang)食(shi)(shi)作(zuo)(zuo)物(wu)(wu)完全成本(ben)保(bao)险和(he)(he)收入保(bao)险试点(dian)范(fan)围(wei),支(zhi)持(chi)(chi)有条件的省(sheng)份降低(di)产(chan)(chan)(chan)(chan)(chan)(chan)粮(liang)(liang)大(da)(da)(da)县(xian)三大(da)(da)(da)粮(liang)(liang)食(shi)(shi)作(zuo)(zuo)物(wu)(wu)农业(ye)(ye)保(bao)险保(bao)费县(xian)级补贴(tie)(tie)比例(li)。深(shen)入推进优质(zhi)粮(liang)(liang)食(shi)(shi)工程。加(jia)(jia)快构(gou)建现(xian)代养(yang)殖体系,保(bao)护(hu)生(sheng)猪基(ji)础产(chan)(chan)(chan)(chan)(chan)(chan)能,健(jian)全生(sheng)猪产(chan)(chan)(chan)(chan)(chan)(chan)业(ye)(ye)平(ping)稳有序(xu)发(fa)展(zhan)长效(xiao)机(ji)制,积极发(fa)展(zhan)牛羊产(chan)(chan)(chan)(chan)(chan)(chan)业(ye)(ye),继续(xu)实(shi)施奶(nai)业(ye)(ye)振兴(xing)行(xing)动(dong),推进水(shui)产(chan)(chan)(chan)(chan)(chan)(chan)绿色健(jian)康养(yang)殖。推进渔港建设(she)和(he)(he)管理改革。促进木(mu)本(ben)粮(liang)(liang)油和(he)(he)林(lin)下(xia)经(jing)济发(fa)展(zhan)。优化农产(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)贸易布(bu)局,实(shi)施农产(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)进口(kou)多(duo)(duo)元化战略,支(zhi)持(chi)(chi)企业(ye)(ye)融(rong)入全球农产(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)供应链(lian)。保(bao)持(chi)(chi)打击重点(dian)农产(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)走私(si)高压态势(shi)。加(jia)(jia)强口(kou)岸检疫(yi)和(he)(he)外来入侵物(wu)(wu)种防控。开(kai)展(zhan)粮(liang)(liang)食(shi)(shi)节约行(xing)动(dong),减(jian)少生(sheng)产(chan)(chan)(chan)(chan)(chan)(chan)、流(liu)通、加(jia)(jia)工、存储、消费环节粮(liang)(liang)食(shi)(shi)损耗浪(lang)费。

  (九)坚(jian)决守住18亿亩耕地(di)红线。统筹(chou)布(bu)局生态、农业、城镇等功能空间(jian),科学划定各类空间(jian)管控边界,严格实(shi)行(xing)土(tu)地(di)用途管制(zhi)。采取长牙齿的措施,落实(shi)最严格(ge)的耕(geng)地(di)保护(hu)制度。严禁违(wei)规占用耕(geng)地(di)和违(wei)背自然规律绿化造林(lin)、挖(wa)湖(hu)造景,严格(ge)控制非(fei)农(nong)建设(she)占用耕(geng)地(di),深入推进(jin)农(nong)村乱占耕(geng)地(di)建房专项整治行动(dong),坚决遏制耕(geng)地(di)非农(nong)化、防止(zhi)非粮化。明确(que)(que)耕(geng)(geng)地(di)(di)(di)(di)利用(yong)优先(xian)序,永久基本农(nong)(nong)田重点用(yong)于粮食(shi)特别是(shi)口粮生产(chan),一(yi)般耕(geng)(geng)地(di)(di)(di)(di)主要用(yong)于粮食(shi)和(he)棉(mian)、油(you)、糖、蔬菜(cai)等农(nong)(nong)产(chan)品(pin)及(ji)饲(si)草饲(si)料(liao)生产(chan)。明确(que)(que)耕(geng)(geng)地(di)(di)(di)(di)和(he)永久基本农(nong)(nong)田不同(tong)的(de)管(guan)制目标(biao)和(he)管(guan)制强(qiang)度,严格控制耕(geng)(geng)地(di)(di)(di)(di)转为林地(di)(di)(di)(di)、园(yuan)地(di)(di)(di)(di)等其他类型农(nong)(nong)用(yong)地(di)(di)(di)(di),强(qiang)化土地(di)(di)(di)(di)流转用(yong)途(tu)监管(guan),确(que)(que)保耕(geng)(geng)地(di)(di)(di)(di)数(shu)量(liang)不减少、质量(liang)有提(ti)高(gao)。实(shi)施新一(yi)轮高(gao)标(biao)准(zhun)农(nong)(nong)田建(jian)设规划,提(ti)高(gao)建(jian)设标(biao)准(zhun)和(he)质量(liang),健(jian)全管(guan)护机制,多渠道筹集(ji)建(jian)设资金(jin),中央和(he)地(di)(di)(di)(di)方共同(tong)加(jia)大粮食(shi)主产(chan)区(qu)高(gao)标(biao)准(zhun)农(nong)(nong)田建(jian)设投(tou)入,2021年建设1亿亩旱涝保(bao)收、高产稳产高标(biao)准(zhun)农(nong)田。在高标(biao)准(zhun)农(nong)田建(jian)(jian)设(she)(she)中(zhong)增加的耕(geng)地作为占补(bu)平衡补(bu)充耕(geng)地指(zhi)标(biao)在省域内调剂,所得收益用于高标(biao)准(zhun)农(nong)田建(jian)(jian)设(she)(she)。加强(qiang)和(he)改进建(jian)(jian)设(she)(she)占用耕(geng)地占补(bu)平衡管理,严格(ge)新(xin)增耕(geng)地核实认定(ding)和(he)监(jian)管。健全耕(geng)地数量和(he)质量监(jian)测监(jian)管机(ji)制,加强(qiang)耕(geng)地保(bao)护督察和(he)执法监(jian)督,开展十三五(wu)时期省级政府(fu)耕地保护(hu)责(ze)任目标(biao)考核。

  (十(shi))强(qiang)化(hua)现代农业科技和物质装(zhuang)备支(zhi)撑。实施大中型(xing)灌区续建(jian)配套和现代化(hua)改造。到2025年全部完成现有病险(xian)水库(ku)除险(xian)加(jia)(jia)固(gu)。坚持(chi)农(nong)业(ye)(ye)科(ke)(ke)技自立自强(qiang),完善(shan)农(nong)业(ye)(ye)科(ke)(ke)技领域基础(chu)研究(jiu)稳定支(zhi)持(chi)机(ji)制(zhi),深(shen)(shen)化(hua)体制(zhi)改革,布局(ju)建设(she)一批创新(xin)基地平台。深(shen)(shen)入(ru)(ru)开(kai)展(zhan)乡村振兴科(ke)(ke)技支(zhi)撑行动。支(zhi)持(chi)高(gao)校为乡村振兴提(ti)供智(zhi)力(li)服务。加(jia)(jia)强(qiang)农(nong)业(ye)(ye)科(ke)(ke)技社会化(hua)服务体系建设(she),深(shen)(shen)入(ru)(ru)推行科(ke)(ke)技特派(pai)员(yuan)制(zhi)度。打造国家(jia)热带农(nong)业(ye)(ye)科(ke)(ke)学中心(xin)。提(ti)高(gao)农(nong)机(ji)装(zhuang)备自主研制(zhi)能(neng)力(li),支(zhi)持(chi)高(gao)端(duan)智(zhi)能(neng)、丘(qiu)陵山区农(nong)机(ji)装(zhuang)备研发制(zhi)造,加(jia)(jia)大购置(zhi)补贴(tie)力(li)度,开(kai)展(zhan)农(nong)机(ji)作业(ye)(ye)补贴(tie)。强(qiang)化(hua)动物防疫和农(nong)作物病虫害防治体系建设(she),提(ti)升防控(kong)能(neng)力(li)。

  (十一)构建(jian)现(xian)代乡村产(chan)业(ye)体系。依(yi)托乡村特色优(you)势资(zi)源,打造农(nong)(nong)业(ye)全产(chan)业(ye)链,把产(chan)业(ye)链主(zhu)体留在县城,让农(nong)(nong)民更多(duo)分享产(chan)业(ye)增值收益(yi)。加快(kuai)健全现(xian)代农(nong)(nong)业(ye)全产(chan)业(ye)链标(biao)准体系,推动(dong)新型农(nong)(nong)业(ye)经(jing)营主(zhu)体按(an)标(biao)生(sheng)产(chan),培育农(nong)(nong)业(ye)龙头企(qi)业(ye)标(biao)准领跑者(zhe)。立足县域布局特色农(nong)(nong)(nong)(nong)产(chan)(chan)品(pin)产(chan)(chan)地(di)初(chu)加工(gong)和精(jing)深加工(gong),建设现代(dai)农(nong)(nong)(nong)(nong)业(ye)产(chan)(chan)业(ye)园、农(nong)(nong)(nong)(nong)业(ye)产(chan)(chan)业(ye)强(qiang)(qiang)镇、优(you)势(shi)特色产(chan)(chan)业(ye)集群。推(tui)进公益性农(nong)(nong)(nong)(nong)产(chan)(chan)品(pin)市场和农(nong)(nong)(nong)(nong)产(chan)(chan)品(pin)流通骨干(gan)网络建设。开发休闲(xian)农(nong)(nong)(nong)(nong)业(ye)和乡村旅游(you)精(jing)品(pin)线路(lu),完善配套设施。推(tui)进农(nong)(nong)(nong)(nong)村一二三(san)产(chan)(chan)业(ye)融(rong)合发展示范园和科(ke)技示范园区(qu)建设。把农(nong)(nong)(nong)(nong)业(ye)现代(dai)化示范区(qu)作为推(tui)进农(nong)(nong)(nong)(nong)业(ye)现代(dai)化的重要抓手,围绕提(ti)高农(nong)(nong)(nong)(nong)业(ye)产(chan)(chan)业(ye)体系(xi)、生(sheng)产(chan)(chan)体系(xi)、经营(ying)体系(xi)现代(dai)化水平,建立指标体系(xi),加强(qiang)(qiang)资源(yuan)整合、政策集成,以县(市、区(qu))为单位(wei)开展创(chuang)建,到2025年创建500个左右示范区(qu),形成(cheng)梯次推(tui)进农(nong)业现代(dai)化的格(ge)局。创建现代(dai)林业产业示范区(qu)。组织开展(zhan)万企(qi)兴万村(cun)行动。稳步推进反(fan)映全(quan)产(chan)(chan)业(ye)链(lian)价值的农业(ye)及(ji)相(xiang)关产(chan)(chan)业(ye)统计核算。

  (十(shi)二(er))推(tui)(tui)(tui)(tui)进(jin)农(nong)(nong)(nong)业绿色(se)发展。实(shi)施(shi)国(guo)家(jia)黑土(tu)地(di)(di)保(bao)护工(gong)程,推(tui)(tui)(tui)(tui)广保(bao)护性(xing)耕作(zuo)模(mo)式。健(jian)全耕地(di)(di)休耕轮作(zuo)制(zhi)度。持(chi)续推(tui)(tui)(tui)(tui)进(jin)化肥农(nong)(nong)(nong)药减量增效(xiao),推(tui)(tui)(tui)(tui)广农(nong)(nong)(nong)作(zuo)物病虫害绿色(se)防控产品(pin)(pin)(pin)(pin)和(he)技术。加强(qiang)畜禽粪污(wu)(wu)资(zi)源化利(li)用(yong)。全面实(shi)施(shi)秸秆(gan)综(zong)合利(li)用(yong)和(he)农(nong)(nong)(nong)膜、农(nong)(nong)(nong)药包装物回收(shou)行动(dong),加强(qiang)可降解农(nong)(nong)(nong)膜研发推(tui)(tui)(tui)(tui)广。在长(zhang)江(jiang)经济带、黄河流域建(jian)(jian)设一批农(nong)(nong)(nong)业面源污(wu)(wu)染综(zong)合治(zhi)理(li)(li)(li)示范县。支(zhi)持(chi)国(guo)家(jia)农(nong)(nong)(nong)业绿色(se)发展先行区建(jian)(jian)设。加强(qiang)农(nong)(nong)(nong)产品(pin)(pin)(pin)(pin)质(zhi)(zhi)量和(he)食品(pin)(pin)(pin)(pin)安(an)全监管(guan),发展绿色(se)农(nong)(nong)(nong)产品(pin)(pin)(pin)(pin)、有机农(nong)(nong)(nong)产品(pin)(pin)(pin)(pin)和(he)地(di)(di)理(li)(li)(li)标(biao)志(zhi)农(nong)(nong)(nong)产品(pin)(pin)(pin)(pin),试行食用(yong)农(nong)(nong)(nong)产品(pin)(pin)(pin)(pin)达标(biao)合格证制(zhi)度,推(tui)(tui)(tui)(tui)进(jin)国(guo)家(jia)农(nong)(nong)(nong)产品(pin)(pin)(pin)(pin)质(zhi)(zhi)量安(an)全县创建(jian)(jian)。加强(qiang)水(shui)(shui)生(sheng)生(sheng)物资(zi)源养护,推(tui)(tui)(tui)(tui)进(jin)以长(zhang)江(jiang)为重点的渔政执法能力建(jian)(jian)设,确保(bao)十(shi)年(nian)禁(jin)(jin)渔令有效(xiao)落实(shi),做好(hao)退捕渔民安(an)置保(bao)障工(gong)作(zuo)。发展节水(shui)(shui)农(nong)(nong)(nong)业和(he)旱作(zuo)农(nong)(nong)(nong)业。推(tui)(tui)(tui)(tui)进(jin)荒漠化、石漠化、坡耕地(di)(di)水(shui)(shui)土(tu)流失综(zong)合治(zhi)理(li)(li)(li)和(he)土(tu)壤污(wu)(wu)染防治(zhi)、重点区域地(di)(di)下水(shui)(shui)保(bao)护与(yu)超采(cai)治(zhi)理(li)(li)(li)。实(shi)施(shi)水(shui)(shui)系(xi)连通及农(nong)(nong)(nong)村水(shui)(shui)系(xi)综(zong)合整(zheng)治(zhi),强(qiang)化河湖长(zhang)制(zhi)。巩固(gu)退耕还(hai)林还(hai)草(cao)(cao)成果,完善政策、有序(xu)推(tui)(tui)(tui)(tui)进(jin)。实(shi)行林长(zhang)制(zhi)。科学开展大(da)规模(mo)国(guo)土(tu)绿化行动(dong)。完善草(cao)(cao)原生(sheng)态(tai)保(bao)护补助奖励政策,全面推(tui)(tui)(tui)(tui)进(jin)草(cao)(cao)原禁(jin)(jin)牧(mu)轮牧(mu)休牧(mu),加强(qiang)草(cao)(cao)原鼠害防治(zhi),稳步恢复草(cao)(cao)原生(sheng)态(tai)环境(jing)。

  (十三)推(tui)进(jin)(jin)现代农业经(jing)营(ying)体系建设。突出(chu)抓好(hao)家(jia)庭(ting)农场和(he)农民合(he)作(zuo)社两类经(jing)营(ying)主体,鼓(gu)励发展(zhan)(zhan)多种(zhong)形式适度(du)规(gui)模经(jing)营(ying)。实施(shi)家(jia)庭(ting)农场培育计划,把农业规(gui)模经(jing)营(ying)户(hu)培育成有活力(li)的(de)家(jia)庭(ting)农场。推(tui)进(jin)(jin)农民合(he)作(zuo)社质量提升,加大(da)对运行规(gui)范的(de)农民合(he)作(zuo)社扶持力(li)度(du)。发展(zhan)(zhan)壮大(da)农业专业化社会化服务(wu)组织,将先进(jin)(jin)适用的(de)品(pin)(pin)种(zhong)、投入(ru)品(pin)(pin)、技术、装备导入(ru)小农户(hu)。支持市场主体建设区域性(xing)农业全产(chan)业链(lian)综合(he)服务(wu)中心。支持农业产(chan)业化龙(long)头企业创新发展(zhan)(zhan)、做大(da)做强。深化供销合(he)作(zuo)社综合(he)改革(ge),开展(zhan)(zhan)生产(chan)、供销、信用三位一体综(zong)合(he)合(he)作试点,健全服务(wu)农民(min)生产生活(huo)综(zong)合(he)平台。培育高素质农民(min),组织(zhi)参加技能评价、学历教育,设立专(zhuan)门(men)面向农民(min)的技能大赛(sai)。吸引城市各方(fang)面人才(cai)到(dao)农村(cun)创业(ye)创新,参与乡村(cun)振兴(xing)和(he)现(xian)代(dai)农业(ye)建设。

  四、大(da)力实施乡村建设行(xing)动(dong)

  (十四)加快推进村庄规划(hua)工作。2021年基本完成县级国土(tu)空间规划(hua)编制,明确村(cun)庄布局分类。积极有序推进多规合一实(shi)用(yong)(yong)性村(cun)庄(zhuang)(zhuang)规划(hua)编制(zhi)(zhi),对(dui)有条件、有需求的(de)村(cun)庄(zhuang)(zhuang)尽快实(shi)现(xian)村(cun)庄(zhuang)(zhuang)规划(hua)全(quan)(quan)覆盖(gai)。对(dui)暂时没有编制(zhi)(zhi)规划(hua)的(de)村(cun)庄(zhuang)(zhuang),严(yan)格按(an)照县乡(xiang)两(liang)级(ji)国(guo)土空间规划(hua)中(zhong)确定的(de)用(yong)(yong)途(tu)管制(zhi)(zhi)和建设(she)(she)管理要求进(jin)行(xing)建设(she)(she)。编制(zhi)(zhi)村(cun)庄(zhuang)(zhuang)规划(hua)要立足现(xian)有基础,保留乡(xiang)村(cun)特色风貌,不搞大拆大建。按(an)照规划(hua)有序开(kai)展各项(xiang)建设(she)(she),严(yan)肃查处违(wei)规乱建行(xing)为。健全(quan)(quan)农房建设(she)(she)质量(liang)安全(quan)(quan)法(fa)律法(fa)规和监管体制(zhi)(zhi),3年内完成安全隐患排查整(zheng)治。完善建(jian)(jian)(jian)设(she)(she)标准和规范,提高农(nong)房设(she)(she)计水平和建(jian)(jian)(jian)设(she)(she)质(zhi)量。继续(xu)实(shi)施农(nong)村(cun)(cun)(cun)(cun)危房改造(zao)和地震(zhen)高烈度设(she)(she)防地区农(nong)房抗震(zhen)改造(zao)。加(jia)(jia)强村(cun)(cun)(cun)(cun)庄(zhuang)风貌引导,保护(hu)传统村(cun)(cun)(cun)(cun)落、传统民居和历史(shi)文(wen)化名(ming)村(cun)(cun)(cun)(cun)名(ming)镇。加(jia)(jia)大农(nong)村(cun)(cun)(cun)(cun)地区文(wen)化遗(yi)产(chan)遗(yi)迹保护(hu)力度。乡村(cun)(cun)(cun)(cun)建(jian)(jian)(jian)设(she)(she)是为(wei)农(nong)民而建(jian)(jian)(jian),要因地制宜、稳扎(zha)稳打,不刮风搞(gao)运动。严格规范村(cun)(cun)(cun)(cun)庄(zhuang)撤并,不得(de)违(wei)背农(nong)民意(yi)愿(yuan)、强迫农(nong)民上楼,把(ba)好事(shi)(shi)办(ban)好、把(ba)实(shi)事(shi)(shi)办(ban)实(shi)。

  (十五(wu))加强乡(xiang)村(cun)公(gong)共基(ji)础(chu)设(she)施建设(she)。继续(xu)把公(gong)共基(ji)础(chu)设(she)施建设(she)的(de)重点(dian)放在(zai)农村(cun),着力(li)推进往村(cun)覆盖、往户(hu)延(yan)伸。实施农村(cun)道(dao)路(lu)畅(chang)通工程。有序(xu)实施较大人口规模自然村(cun)(组)通硬化路(lu)。加强农村(cun)资(zi)源路(lu)、产业路(lu)、旅游路(lu)和村(cun)内主干(gan)道(dao)建设(she)。推进农村(cun)公(gong)路(lu)建设(she)项目更多向(xiang)进村(cun)入(ru)户(hu)倾斜。继续(xu)通过中央车(che)购税补助地方资(zi)金(jin)、成(cheng)品油税费(fei)改(gai)革转移支付、地方政府(fu)债券等渠道(dao),按规定支持农村(cun)道(dao)路(lu)发(fa)展(zhan)。继续(xu)开展(zhan)四(si)好(hao)农村路示范创建。全面实(shi)(shi)施(shi)路长制(zhi)。开展城(cheng)乡交(jiao)通一体(ti)化(hua)示范创建工(gong)作(zuo)。加强农(nong)村道(dao)路桥梁安全隐患(huan)排(pai)查,落实(shi)(shi)管(guan)养主体(ti)责任。强化(hua)农(nong)村道(dao)路交(jiao)通安全监(jian)管(guan)。实(shi)(shi)施(shi)农(nong)村供水保障(zhang)工(gong)程(cheng)。加强中小型水库等稳定水源(yuan)工(gong)程(cheng)建设和水源(yuan)保护,实(shi)(shi)施(shi)规模化(hua)供水工(gong)程(cheng)建设和小型工(gong)程(cheng)标准化(hua)改造,有条件(jian)的(de)地区推进城(cheng)乡供水一体(ti)化(hua),到2025年农村自(zi)来水普及率(lv)达到88%。完善(shan)农(nong)村水价水费形成机(ji)制(zhi)和工(gong)程长效运营机(ji)制(zhi)。实(shi)施乡村清(qing)洁(jie)能源建(jian)(jian)设(she)工(gong)程。加大农(nong)村电(dian)网建(jian)(jian)设(she)力(li)度,全(quan)面巩固提升农(nong)村电(dian)力(li)保(bao)障水平。推(tui)进燃(ran)气下乡,支持建(jian)(jian)设(she)安全(quan)可靠(kao)的(de)乡村储气罐站和微管(guan)网供(gong)气系统。发展农(nong)村生(sheng)物质(zhi)能源。加强(qiang)煤炭清(qing)洁(jie)化利用。实(shi)施数字乡村建(jian)(jian)设(she)发展工(gong)程。推(tui)动农(nong)村千兆光网、第五代移动通信(5G)、移动(dong)(dong)物(wu)联(lian)网(wang)(wang)与(yu)城(cheng)市同步(bu)规划(hua)建(jian)设(she)。完(wan)善电(dian)信普遍服(fu)(fu)务(wu)补偿(chang)机制,支持农村(cun)及偏远地区信息通信基(ji)础设(she)施(shi)建(jian)设(she)。加(jia)快(kuai)建(jian)设(she)农业(ye)农村(cun)遥感卫星等天(tian)基(ji)设(she)施(shi)。发展智慧农业(ye),建(jian)立(li)农业(ye)农村(cun)大数据体(ti)系,推动(dong)(dong)新一代信息技术(shu)与(yu)农业(ye)生产经营深度融合(he)(he)。完(wan)善农业(ye)气(qi)象综(zong)(zong)合(he)(he)监测网(wang)(wang)络,提升农业(ye)气(qi)象灾害防范能(neng)力。加(jia)强(qiang)乡村(cun)公(gong)共(gong)服(fu)(fu)务(wu)、社(she)会(hui)治(zhi)理等数字(zi)化智能(neng)化建(jian)设(she)。实施(shi)村(cun)级综(zong)(zong)合(he)(he)服(fu)(fu)务(wu)设(she)施(shi)提升工程。加(jia)强(qiang)村(cun)级客运站(zhan)点、文化体(ti)育(yu)、公(gong)共(gong)照明(ming)等服(fu)(fu)务(wu)设(she)施(shi)建(jian)设(she)。

  (二十一(yi))深入推进农村改革。完善农村产权(quan)制度和要素市(shi)场化(hua)配置机制,充(chong)分激(ji)发农村发展内生动(dong)力。坚持农村土地(di)农民(min)集(ji)体所有(you)制不(bu)(bu)动(dong)摇,坚持家(jia)庭承(cheng)包经营基础(chu)性(xing)地(di)位不(bu)(bu)动(dong)摇,有(you)序开展第二轮(lun)土地(di)承(cheng)包到期后再延长30年试(shi)点,保持农(nong)村(cun)(cun)土地(di)(di)承(cheng)包关系稳定(ding)并长久不变(bian),健(jian)全土地(di)(di)经营权流(liu)转服(fu)务体(ti)系。积极探(tan)(tan)索(suo)实(shi)(shi)施农(nong)村(cun)(cun)集体(ti)经营性建设用地(di)(di)入市制(zhi)度。完善(shan)盘活(huo)农(nong)村(cun)(cun)存量建设用地(di)(di)政策(ce),实(shi)(shi)行负面清单管(guan)理,优先(xian)保障(zhang)乡(xiang)村(cun)(cun)产业发展(zhan)、乡(xiang)村(cun)(cun)建设用地(di)(di)。根据乡(xiang)村(cun)(cun)休闲观(guan)光等产业分散布局的(de)实(shi)(shi)际需要,探(tan)(tan)索(suo)灵活(huo)多(duo)样(yang)的(de)供地(di)(di)新方式。加强(qiang)宅(zhai)(zhai)基地(di)(di)管(guan)理,稳慎推进农(nong)村(cun)(cun)宅(zhai)(zhai)基地(di)(di)制(zhi)度改革试(shi)点,探(tan)(tan)索(suo)宅(zhai)(zhai)基地(di)(di)所有权、资格权、使用权分置有效实(shi)(shi)现形式。规范开展(zhan)房地(di)(di)一体(ti)宅(zhai)(zhai)基地(di)(di)日(ri)常登记颁证工作。规范开展(zhan)城乡(xiang)建设用地(di)(di)增减(jian)挂钩,完善(shan)审批实(shi)(shi)施程序、节余(yu)指标调剂及收益(yi)分配(pei)机制(zhi)。2021年基(ji)(ji)本完成农(nong)村集(ji)体(ti)产权(quan)制度改(gai)革阶段性任务(wu)(wu),发展壮大新(xin)型农(nong)村集(ji)体(ti)经济。保障进城(cheng)落户(hu)农(nong)民(min)土地承(cheng)包权(quan)、宅基(ji)(ji)地使用权(quan)、集(ji)体(ti)收益(yi)分配权(quan),研究制定依法自愿有偿转让的具体(ti)办法。加强农(nong)村产权(quan)流转交(jiao)易和(he)管(guan)理信息网络平台建设,提(ti)供综合(he)性交(jiao)易服务(wu)(wu)。加快农(nong)业(ye)综合(he)行(xing)政执法信息化(hua)建设。深(shen)入推(tui)进农(nong)业(ye)水(shui)价综合(he)改(gai)革。继续(xu)深(shen)化(hua)农(nong)村集(ji)体(ti)林权(quan)制度改(gai)革。

  五、加强党对(dui)三农工作的全面领导

  (二十(shi)二)强化五级书记(ji)抓(zhua)乡(xiang)(xiang)村振(zhen)兴(xing)(xing)的(de)(de)工(gong)(gong)作(zuo)机(ji)(ji)制(zhi)(zhi)。全面推进乡(xiang)(xiang)村振(zhen)兴(xing)(xing)的(de)(de)深度、广度、难度都(dou)不亚于(yu)脱贫攻坚(jian)(jian),必须(xu)采(cai)取更有(you)力的(de)(de)举措,汇聚(ju)更强大的(de)(de)力量。要(yao)深入贯彻落实(shi)《中(zhong)国共产(chan)党(dang)农村工(gong)(gong)作(zuo)条(tiao)例》,健(jian)全中(zhong)央统筹(chou)、省(sheng)负总责、市县乡(xiang)(xiang)抓(zhua)落实(shi)的(de)(de)农村工(gong)(gong)作(zuo)领导体制(zhi)(zhi),将脱贫攻坚(jian)(jian)工(gong)(gong)作(zuo)中(zhong)形成(cheng)的(de)(de)组织推动、要(yao)素(su)保障、政策支持、协作(zuo)帮扶、考(kao)核督导等工(gong)(gong)作(zuo)机(ji)(ji)制(zhi)(zhi),根(gen)据(ju)实(shi)际(ji)需(xu)要(yao)运用(yong)到(dao)推进乡(xiang)(xiang)村振(zhen)兴(xing)(xing),建立健(jian)全上(shang)下(xia)贯通、精准施(shi)策、一抓(zhua)到(dao)底(di)的(de)(de)乡(xiang)(xiang)村振(zhen)兴(xing)(xing)工(gong)(gong)作(zuo)体系。省(sheng)、市、县级党(dang)委要(yao)定期研(yan)究乡(xiang)(xiang)村振(zhen)兴(xing)(xing)工(gong)(gong)作(zuo)。县委书记(ji)应当把主要(yao)精力放在三农工作(zuo)(zuo)上。建立乡(xiang)村(cun)振(zhen)兴(xing)(xing)(xing)联系点制度,省、市、县(xian)级党委(wei)和政府负(fu)责同志(zhi)都要确定联系点。开(kai)展县(xian)乡(xiang)村(cun)三级党组织书记乡(xiang)村(cun)振(zhen)兴(xing)(xing)(xing)轮训。加强党对乡(xiang)村(cun)人才(cai)工作(zuo)(zuo)的(de)领导,将乡(xiang)村(cun)人才(cai)振(zhen)兴(xing)(xing)(xing)纳(na)入党委(wei)人才(cai)工作(zuo)(zuo)总体(ti)部(bu)署(shu),健全适合乡(xiang)村(cun)特点的(de)人才(cai)培养机制,强化人才(cai)服务乡(xiang)村(cun)激励约束。加快建设政治(zhi)过(guo)硬、本领过(guo)硬、作(zuo)(zuo)风过(guo)硬的(de)乡(xiang)村(cun)振(zhen)兴(xing)(xing)(xing)干部(bu)队(dui)伍,选派优秀干部(bu)到(dao)乡(xiang)村(cun)振(zhen)兴(xing)(xing)(xing)一线岗位(wei),把(ba)乡(xiang)村(cun)振(zhen)兴(xing)(xing)(xing)作(zuo)(zuo)为培养锻炼干部(bu)的(de)广(guang)阔舞(wu)台,对在(zai)艰苦地(di)区、关(guan)键岗位(wei)工作(zuo)(zuo)表现突出(chu)的(de)干部(bu)优先(xian)重用。

  (二十三)加强党委农(nong)村(cun)工(gong)作(zuo)(zuo)领(ling)导(dao)小(xiao)组(zu)和工(gong)作(zuo)(zuo)机构建设。充分发(fa)挥各级(ji)党委农(nong)村(cun)工(gong)作(zuo)(zuo)领(ling)导(dao)小(xiao)组(zu)牵头抓总、统筹协(xie)调作(zuo)(zuo)用,成(cheng)员单位出台重要(yao)涉农(nong)政策要(yao)征求(qiu)党委农(nong)村(cun)工(gong)作(zuo)(zuo)领(ling)导(dao)小(xiao)组(zu)意(yi)见(jian)并进行备案(an)。各地要(yao)围绕五大振兴目标任(ren)务,设立由党委和政(zheng)府负责(ze)(ze)同(tong)志领(ling)导的专项小组或工作专班,建立落(luo)(luo)实(shi)台账,压实(shi)工作责(ze)(ze)任(ren)。强化党委农村工作领(ling)导小组办公室决策(ce)参谋、统筹协调(diao)、政(zheng)策(ce)指导、推动落(luo)(luo)实(shi)、督(du)促检查等(deng)职能,每年分(fen)解三农工作重(zhong)点任务,落实到各责任部门(men),定期调度工作进展。加强党委农村工作领导小组办公室机构设置(zhi)和人(ren)员配置(zhi)。

  (二十(shi)四)加强党(dang)的农村(cun)(cun)(cun)(cun)基层组(zu)织(zhi)建(jian)设和乡(xiang)村(cun)(cun)(cun)(cun)治理。充分发挥(hui)农村(cun)(cun)(cun)(cun)基层党(dang)组(zu)织(zhi)领导作用(yong),持续(xu)抓(zhua)党(dang)建(jian)促乡(xiang)村(cun)(cun)(cun)(cun)振兴。有序开展(zhan)乡(xiang)镇、村(cun)(cun)(cun)(cun)集(ji)中换届(jie),选优配强乡(xiang)镇领导班子、村(cun)(cun)(cun)(cun)两委(wei)成员(yuan)(yuan)特别是村党组织书记。在有条(tiao)件的地方(fang)积极推行村党组织书记通过法(fa)定程序担任(ren)村民委员(yuan)(yuan)会主任(ren),因地制宜、不(bu)搞一刀切(qie)。与换届(jie)同(tong)步选优(you)配强(qiang)(qiang)村(cun)(cun)(cun)务(wu)监督委员会成员,基层纪检监察组织(zhi)加强(qiang)(qiang)与村(cun)(cun)(cun)务(wu)监督委员会的(de)沟(gou)通(tong)协作(zuo)(zuo)、有效衔接(jie)。坚决惩治侵害(hai)农民利益的(de)腐败行(xing)为。坚持(chi)和完(wan)善向重点乡村(cun)(cun)(cun)选派驻(zhu)村(cun)(cun)(cun)第(di)一书记(ji)和工(gong)作(zuo)(zuo)队制度(du)。加大在(zai)优(you)秀(xiu)农村(cun)(cun)(cun)青年中发展(zhan)党员力(li)度(du),加强(qiang)(qiang)对(dui)农村(cun)(cun)(cun)基层干部激励关怀,提(ti)高工(gong)资补(bu)助(zhu)待遇,改(gai)善工(gong)作(zuo)(zuo)生活条件,切(qie)实(shi)帮助(zhu)解决实(shi)际困难(nan)。推进村(cun)(cun)(cun)委会规范化建设和村(cun)(cun)(cun)务(wu)公开阳(yang)光工程(cheng)。开展乡(xiang)(xiang)村(cun)(cun)治理试点(dian)示范(fan)创(chuang)建工(gong)作(zuo)。创(chuang)建民(min)主法治示范(fan)村(cun)(cun),培育(yu)农村(cun)(cun)学法用法示范(fan)户。加强(qiang)乡(xiang)(xiang)村(cun)(cun)人民(min)调解组织队(dui)伍(wu)建设,推动就地化解矛盾纠纷。深入推进平安乡(xiang)(xiang)村(cun)(cun)建设。建立健全(quan)农村(cun)(cun)地区扫(sao)黑除恶常态(tai)化机制。加强(qiang)县乡(xiang)(xiang)村(cun)(cun)应急(ji)管理和消防安全(quan)体系建设,做好(hao)对自(zi)然(ran)灾(zai)害、公共卫生(sheng)、安全(quan)隐患等重大(da)事件的风险评估、监测(ce)预警、应急(ji)处(chu)置。

  (二十五)加(jia)强(qiang)新(xin)时代(dai)农村精神文明建(jian)(jian)设。弘扬和践行社会(hui)主义(yi)核心价值观,以农民群众(zhong)(zhong)喜闻乐见(jian)的(de)方(fang)式,深(shen)入开展(zhan)习近平新(xin)时代(dai)中国(guo)特色社会(hui)主义(yi)思想学习教育(yu)。拓展(zhan)新(xin)时代(dai)文明实践中心建(jian)(jian)设,深(shen)化(hua)群众(zhong)(zhong)性(xing)精神文明创建(jian)(jian)活动(dong)。建(jian)(jian)强(qiang)用好县级融媒体(ti)中心。在乡村深(shen)入开展(zhan)听党话、感(gan)党恩(en)、跟党走宣讲活(huo)动(dong)。深入(ru)挖掘、继承创新优秀传统乡土(tu)文化,把保护传承和开发利用结合起来,赋予中华农耕文明新的时代内涵。持续推进(jin)农村(cun)(cun)移风(feng)易俗,推广积分(fen)制(zhi)、道德(de)评(ping)议会、红白理事会等做法,加(jia)大(da)高(gao)价(jia)彩(cai)礼(li)、人情攀比(bi)、厚葬薄养、铺张浪费(fei)、封建迷信等不良风(feng)气(qi)治理,推动(dong)形成文明乡风(feng)、良好家风(feng)、淳朴(po)民风(feng)。加(jia)大(da)对(dui)农村(cun)(cun)非法宗(zong)教活(huo)动(dong)和境外渗(shen)透活(huo)动(dong)的打击力(li)度,依(yi)法制(zhi)止利用宗(zong)教干预农村(cun)(cun)公共(gong)事务。办好中国农民丰收(shou)节。

  (二十六)健全(quan)乡村振兴考核(he)落(luo)实机制。各(ge)省(自(zi)治区(qu)、直辖市)党(dang)委和(he)政府(fu)每年向党(dang)中央、国务院报告实施进(jin)展情况。对(dui)市县党(dang)政(zheng)领(ling)(ling)导班子(zi)和(he)领(ling)(ling)导干部开(kai)展乡(xiang)(xiang)村(cun)(cun)(cun)振(zhen)(zhen)(zhen)(zhen)兴(xing)实绩(ji)(ji)考(kao)(kao)核(he)(he)(he),纳(na)(na)入党(dang)政(zheng)领(ling)(ling)导班子(zi)和(he)领(ling)(ling)导干部综合考(kao)(kao)核(he)(he)(he)评价内(nei)容,加(jia)强考(kao)(kao)核(he)(he)(he)结果(guo)应用,注重提拔使用乡(xiang)(xiang)村(cun)(cun)(cun)振(zhen)(zhen)(zhen)(zhen)兴(xing)实绩(ji)(ji)突(tu)出(chu)的(de)(de)市县党(dang)政(zheng)领(ling)(ling)导干部。对(dui)考(kao)(kao)核(he)(he)(he)排名落(luo)(luo)后、履职不力的(de)(de)市县党(dang)委和(he)政(zheng)府主要(yao)负责同志进(jin)行约谈,建立常态(tai)化约谈机制。将巩固拓展脱(tuo)贫攻坚成果(guo)纳(na)(na)入乡(xiang)(xiang)村(cun)(cun)(cun)振(zhen)(zhen)(zhen)(zhen)兴(xing)考(kao)(kao)核(he)(he)(he)。强化乡(xiang)(xiang)村(cun)(cun)(cun)振(zhen)(zhen)(zhen)(zhen)兴(xing)督查,创(chuang)新完(wan)善督查方式(shi),及时发现和(he)解决存在的(de)(de)问题,推动政(zheng)策举措落(luo)(luo)实落(luo)(luo)地。持(chi)续纠治形式(shi)主义、官僚主义,将减轻村(cun)(cun)(cun)级组织不合理(li)负担纳(na)(na)入中央基层减负督查重点内(nei)容。坚持(chi)实事求是(shi)、依(yi)法行政(zheng),把握好农村(cun)(cun)(cun)各项(xiang)工作(zuo)的(de)(de)时度效。加(jia)强乡(xiang)(xiang)村(cun)(cun)(cun)振(zhen)(zhen)(zhen)(zhen)兴(xing)宣传(chuan)工作(zuo),在全社会营(ying)造共(gong)同推进(jin)乡(xiang)(xiang)村(cun)(cun)(cun)振(zhen)(zhen)(zhen)(zhen)兴(xing)的(de)(de)浓(nong)厚氛围。
